CS Jeizan Faruk​

CS Jeizan Faruk is the County Secretary and Head of Public Service in the County Government of Mombasa. He is an Advocate of the High Court having over 14 years of experience in public and private sector. He is also a Certified Secretary registered with the Institute of Certified Secretaries. He is a Member of the Law Society of Kenya, Mombasa Law Society, East African Law Society where he served in the Legal Reform, Devolution and Constitutional Implementation Committee. He is also a member of the Institute of Certified Secretaries (ICS).

He is also a member of the Institute of Certified Secretaries (ICS). Prior to being the County Secretary, Jeizan began his career which has span over a decade in the County Public Service as the Legal Officer in the County Public Service Board before his promotion to Director Board Affairs and ultimately the Chief Executive Officer (CEO) of the Board. Throughout his service he has pioneered major public service transformation and human resource development.

Function Of The Office Of The County Secretary

01. Provide leadership and policy direction for the County Public Service.

02. Provide coordination of the executive and the county public service.

03. Coordination and communication of county executive committee meetings and decisions.

04. Oversee the implementation of directives of the county executive committee.

05. Oversee the coordination of the performance management framework and linkages with County Plans and National Plans and cascading of Performance contracts from the Governor to CECMs to all staff.

06. Coordination of the annual performance reports of the county executive committee and public service and submission to the county assembly for consideration.

07. Oversee the coordination of the public service transformation framework and linkages with County Plans and National Plans and cascading of result-based management tools and business process reengineering.

08. Coordination of both the County and Departmental Human Resource Advisory Committees.

09. Coordination of shared services, capacity building, and any other functions as directed by the County Executive Committee.

10. Submit the County plans and policies to the County Assembly for approval.

11. Submit to the county assembly an annual report on the implementation status of county policies and plans.

12. Establish the Service Delivery Unit to liaise with departments on Governor's Directives.

13. Performing any other functions as directed by the County Executive Committee.

Mandate of the Office of the County Ombudsman

In line with the Governor Abdullswamad Sheriff Nassir's Manifesto commitment to entrenching good governance, and pursuant to Article 47 of the Constitution of Kenya on fair administrative action, the Office of the County Ombudsman is established to promote administrative justice, responsive service delivery, and effective resolution of public complaints within the County Government.

1.Protection of Citizens’ Rights - To receive, investigate, and address complaints from members of the public concerning maladministration, abuse of office, delay, neglect, unfair treatment, or failure to act by county departments, agencies, and officers.

4.Oversight and Accountability - To monitor compliance by county institutions with laws, policies, service charters, and ethical standards, and to make recommendations for corrective or disciplinary action where appropriate.

2. Promotion of Administrative Justice - To ensure that county public services are delivered in a lawful, fair, reasonable, efficient, and responsive manner in accordance with the Constitution, national legislation, and county laws.

5. Advisory and Preventive Role - To advise county leadership on institutional reforms, risk areas, and best practices aimed at preventing recurrent complaints and improving governance and service delivery.

3. Grievance Redress Mechanism (GRM) - To establish and operationalize an accessible, transparent, and timely Grievance Redress Mechanism through which individuals and groups can lodge complaints or grievances against county actions or omissions, and obtain redress without fear of victimization.

6. Public Education and Outreach - To conduct civic education, stakeholder engagement, and public awareness on citizens’ rights, complaint-handling procedures, and the role of the Ombudsman.

7.Collaboration and Referral - To collaborate with oversight bodies such as the Commission on Administrative Justice (CAJ) and other relevant institutions, and to refer matters falling outside the county’s mandate to appropriate authorities.
